WCI Essential Requirements for Mandatory Reporting – 2013 Addendum to Canadian Harmonization Version 

On Dec 20, 2013, the Western Climate Initiative (WCI) released the “WCI Essential Requirements for Mandatory Reporting – 2013 Addendum to Canadian Harmonization Version” as an incremental update to the December 21, 2011 publication of “Final Essential Requirements for Mandatory Reporting – Amended for Canadian Harmonization” as amended itself on February 10, 2012.

This addendum is intended to be used solely for British Columbia facilities at this time. Further review will be conducted by the WCI to ensure that the addendum is fully harmonized with those methods used in the U.S.

The majority of changes in the December 2013 addendum are for the WCI.350 (Natural Gas Transmission and Distribution) and WCI.360 (Petroleum and Natural Gas Systems) quantification methods. Minor amendments have also been made to clarify specific parts of the WCI.090 Cement Production, WCI.130 Hydrogen Production, WCI.160 Lead Production, WCI.230 Electricity Transmission, WCI.240 Zinc Production, WCI.260 Nickel and Copper Metal Production, WCI.280 Mobile Combustion, WCI.340 Phosphoric Acid Production quantification methods.

This addendum responds to updates requested by British Columbian industry and addresses technical issues brought up through the reporting process for these source categories. These changes provide incremental improvement and resolution to known issues with the existing methodologies.
