The Oil and Gas Workgroup of the Reporting Committee invites stakeholder comment on a series of draft recommendations for quantifying certain emission in the upstream oil and gas sector (read this letter to stakeholders for more information about these recommendations).  This paper focuses on defining the reporting entity and threshold for greenhouse gas emission sources in the oil and gas industry.
